Energy Conservation Assistance Program
 

Improve the comfort and efficiency of your home, free of charge. The Energy Conservation Assistance Program (ECAP) provides income-qualified1 residential customers with a free home energy evaluation, energy-saving products and advice.

Eligibility requirements*


  • You must be a residential BC Hydro or City of New Westminster electricity customer.
    OR
  • You must be a FortisBC residential electricity customer or a municipal electricity customer of Grand Forks, Summerland, Penticton or Nelson Hydro.
  • You must live in a detached house, duplex, townhouse or mobile home.
  • You must have a combined household income that meets the thresholds below (proof of income required):

2 persons $39,400
3 persons $48,500
4 persons $58,800
5 persons $66,700
6 persons $75,200
7 or more persons $83,700

  2. BC Hydro and City of New Westminster electricity customers

Program details


The offer1 includes:

  • a free personalized home energy evaluation
  • free installation of energy-saving products by a qualified contractor including:
    • energy-saving light bulbs
    • faucet aerators for the kitchen and bathroom
    • water-efficient showerheads
    • water heater pipe wrap
    • exterior door weatherstripping
  • free energy-efficiency advice to help you create a more comfortable home for your family

Some homes2 may also qualify for:

  • an ENERGY STAR® certified refrigerator
  • attic, wall and/or crawlspace insulation
  • a high-efficiency natural gas furnace

Every home is different. Your evaluator will determine the energy-efficiency upgrades your home is eligible for. The installation of some products may require multiple visits.

1Proof of income is required. For example, a family of four with an annual household income under $58,800 would be eligible for the program.

2Products installed depend on the individual characteristics of the home and other program criteria. Only FortisBC natural gas and FortisBC electrically-heated single family houses, townhouses and duplexes are eligible for insulation upgrades. Furnace replacement is only available to FortisBC natural gas customers that meet consumption thresholds. Apartments, mobile homes and homes with other heating fuel types are not eligible. Offer subject to change.
